Airbag that descends from the roof/visor or seat-back might be safer than airbags shooting directly at your face at 150mph from the steering wheel or dash. Current direct at your face from front airbags frequently break wrists, arms and slam hand/arm into your face causing severe damage to face & eyes.
If you have a phone in your hand the airbag has good chance of slamming the phone and your hand into your face.
Drinking out of a metal/plastic cup and airbag slams cup & your hand into your face.
Taking a bite from a burger, etc and airbag slams your hand into your face.
Children in front or back seats might also be better protected by airbags that descend from the roof/visor or seat-back.
Also many adults with shorter arms have to sit much closer to steering wheel airbag and have much higher risk of injury from the force of airbag deployment.

Airbag induced facial and bilateral ocular injuries
We report a 14-year-old child who sustained facial burn and bilateral ocular injuries affecting both the anterior and posterior segments due to an inflated air bag in a low speed motor vehicle accident.
He was in the passenger seat, not using his seat belt, not wearing his glasses. While the car he was in was parked it suddenly received a hit from behind.

ZF is regarded as a pioneer of the Bag-in-Roof airbag, which helps to protect front-seat passengers of widely differing sizes in various seating positions. The roof-mounted airbag can be a valid alternative to traditional dashboard-mounted airbags.

Ford has filed a patent application for roof-mounted airbags that would deploy from a vehicle's headliner and surround occupants for added crash protection.

This new airbag design consists of units mounted along the top of the vehicle’s pillar, which would inflate in the event of a collision. The airbags would inflate not only outward, but also down, providing near complete protection along the entire span of the doors.
